As an example, if an emperor joked about executing someone, the execution would actually take place; the emperor could not retract this. Do note that this is something that I am unable to verify, but there should be some truth to it, perhaps not as exaggerated. However, the setting the author writes in probably takes the exaggerated view of this.]
