Tong Zhong was nowhere near the main battlefield. Instead, he was gathering puppets using his Law of Blood. At his current level he had nearly gathered a million Blood Puppets, an incredible number. If he allowed all of them to show up in the main battlefield, then the City Lord's Army would suffer terrifying losses.

Shen Tian, when he had made physical contact with Tong Zhong had left his Chakra Signature on him. Since it was Chakra that he had used to make the signature, Tong Zhong did not notice it. Thus he did not notice it when Shen Tian sent a shadow clone to oversee what he was currently doing.

Shen Tian's Shadow Clone had the power equivalent to a peak Demigod, if he wanted to fight Tong Zhong, he'd unfortunately lose , but he could keep up with him for a very short time. What surprised Shen Tian the most, was the direction Tong Zhong was sending the Blood Puppets towards. It was not towards the Main Battlefield, neither was it towards the headquarters of the Demon Sanctuary or the Underground City, it was actually towards the Devil Monarch's Kingdom instead!

The Devil Monarch's Kingdom was a rather small territory, despite being called a Kingdom, it was about the same size as Glory City, only having a slightly larger population than it, and also more experts. The absolute control over the kingdom was in the hands of the Devil Monarch, as seen in the name of the kingdom itself.

The Devil Monarch unlike what many thought, did not comprehend the Blood Law, since there was already a man who had comprehended the Law of Blood up to the Spiritual God Realm, instead he focused steadily on his Water Law, and was making massive progress in comprehending it.

If you think further about this, he could've tried comprehending the Law of Ice, however there was an easily apparent answer to why he did not do that. Water could be frozen in cold temperatures, earning ice, but to melt ice it would take a good amount of control over it's temperature and pressure, which he lacked, he found it a lot easier to make it colder rather than hotter.

The Devil Monarch was coldly staring as Tong Zhong and his Blood Puppet Army neared him He slightly admired Tong Zhong as even at his peak, with his Blood Arts he could only create a few thousand Blood Puppets at maximum. Contrary to which, Tong Zhong created over a million Blood Puppets, however that put him in a weakened state.

The Devil Monarch thought that it was a stupid move from him, however he did not know that Tong Zhong had several peak Demigod Rank Demon Spiritualists protecting him from the shadows, the Demon Patriarch had asked them to protect him in case he tried to take advantage of Tong Zhong.

Tong Zhong heard the Devil Monarch's yell and chuckled,"We will see who will win in the end… Or you can just hand me the Seal's Key and we can end all of this without creating a massacre." The Devil Monarch shook his head," I Won't hand the Seal's Key so easily you dumbass!" Tong Zhong frowned.

"So be it, I can see that you are the only person in this city. Did you send your entire kingdom's population to a massive shelter, which I cannot sadly sense, well done Devil Monarch, but you are a fool to think you can face a million people alone!" Tong Zhong waved his hand, and the Blood Puppets moved forward.

The Devil Monarch took out a saber, waving it in the sky, reflecting the rays of the sunlight to Tong Zhong who narrowed his glare."Law Of Water - Water Tsunami!" He roared as the nearby lake, filled with water started to surge up, creating a tsunami which headed towards the Blood Puppet Army.

Tong Zhong raised an eyebrow,'So this was his plan, he plans to use water to knock out all the Blood Puppets, I'll have to use double my focus if I want to control the Blood Puppets again, sneaky bastard, I guess that he already has a decent knowledge of Blood Puppets through the Great Blood Cave.'

The Devil Monarch, swung the Saber forward,"Do not think this is all I can do, you Demonic Beings!" He roared as the water surging out of the lake doubled,"You truly are a suicidal bastard aren't you?! This will damage your own city as much as it will damage my army!" Tong Zhong laughed madly.

Tong Zhong roared as he extended both of his arms forward, several tens of thousands of Blood Puppets exploding to mere blood,'The sneaky bastard did not remove his citizen out of pity, he only did it because he knew I would use it as a source of energy for my Blood Law! Curse you! Devil MONARCH!'

The Devil Monarch grinned. If it was the Vice Demon Patriarch or the Demon Patriarch, it would be way harder for him to survive, let alone fight the Demon Sanctuary, but he was the nemesis of Tong Zhong currently, and with his Water Law he was outsmarting Tong Zhong in every move they did.

"You think a mere Demigod like you can face a Spiritual God like me at the same level?! You are extremely wrong if you really think you ever stood a chance against me!" Tong Zhong's eyes turned red as the Law Energy surged out of him, taking the shape of Blood Energy," I have another source of energy for my blood you fool!"

The Devil Monarch did not respond, instead his grip on the saber increased, and the amount of water to form a tsunami increased, The Law Energy which took the shape of Blood Energy bravely fought the Water which the Devil Monarch was controlling, a battle for supremacy had just started!
