As much as Leon wanted to find another explanation while analyzing his status and skills, he couldn't. He wanted a logical explanation, but the true answer was something illogical, like the return of an extinct creature like the megalodon. Such an irrational thing was so annoying that Leon had a headache.

Leon reached another point where he had to make a choice, but it was inevitable.
