Yeon-woo was implying that they ought to help the warrior corps finish off the otherworld gods. Unfortunately for the envoys, this meant that they wouldn’t be able to turn back. To do this, you will have to drive out the Crawling Chaos and the otherworld gods, take their territories, gain independence, and develop your holy lands and structures.
