Therefore, just having Sharingan, and Kekkei Genkai is not enough to break free of Tsukuyomi.

But it’s not that it can not be broken free. Perhaps with Kotoamatsukami, it is possible to break free of Tsukuyomi. After all, ultimately Tsukuyomi is a Genjutsu, and a Genjutsu can be overwritten or reflected by another Genjutsu, the other Genjutsu needs to be strong enough and Kotoamatsukami is in fact strong enough.
