They are… not really titles and were more like a position/division on top of a position.  Huben is basically to protect/escort the king (but the other guards either don't get this for some reason or they are not important so we don't know that they have it). Fenwu is probably 'to show spirit'.  (奋武扬威 fenwu yangwei being a Chinese idiom about raising spirits/morale). Additional information taken from Wikipedia is that Zhao Yun's eldest son served as an officer in the huben division of the imperial guards. I rearranged almost everything in this paragraph because the author wrote 700,000 people, 300,000 workers, and then said剩下 remaining 200,000 people immediately after that in gender neutral terms (Math fail). The 200,000 women were only mentioned at the end of the paragraph (and after the words remaining 200,000) like an afterthought.
