Every country had the sovereignty to determine whether they wanted to challenge it or not, however, in the event that they didn't intend to challenge the dungeon or were unable to fill the quota, it was agreed that they'd open their borders, and let foreign players also participate in the attack.

In truth, it was a seldom used clause. There was no reason for players in Russia to travel to challenge a D Rank Dungeon even if players in Korea could not defeat it. However in the case of an Rank Dungeon it was different.

Even around the world, it was very difficult for players to get the opportunity to challenge an Rank Dungeon and it would be a lie to say that there weren't many who wanted to take up the challenge. Regardless of whether it was the Needle Snake or Death snake that had never been defeated or if you'd have to be crazy to challenge it.

Though he said that, Lee Jin-ah was actually quite nervous as it was normal to be nervous in such tense situations.
