In truth, it was a seldom used clause. There was no reason for players in Russia to travel to challenge a D Rank Dungeon even if players in Korea could not defeat it. However in the case of an Rank Dungeon it was different.

Even around the world, it was very difficult for players to get the opportunity to challenge an Rank Dungeon and it would be a lie to say that there weren't many who wanted to take up the challenge.
