Because it consistently marks the origin of abnormal and unexplainable events, any appearance of the name is treated as taboo. This document is the unofficial reporting system, continued since the 25th year of the Meiji era by the government, military, investigative agencies, detectives, and civilians, established to clarify the nature of the phenomenon and to formulate appropriate measures.
