Challengers of the U.S. server, who were being targeted by multiple people simultaneously, would not be blocked on the 60th floor where party play was forced.

I remember briefly when Ho-Jae killed that other hell challenger, he had bracelets on his arm which disappeared before he used his powers, the fact that he had braceletS to hold back his powers is quite cool and something I didn't catch the first time I read through it.
