This line is the very first stratagem in a famous Chinese text called The Thirty-six Stratagems. Its meaning is along the lines of a feint. Say you’re going to do something, but do the opposite. 

[2] “Telepathic” Actual Chinese is Rhinoceros horn. I believe that in traditional Chinese medicine, the horn is said to grand telepathic powers.
